The School of Public and International Affairs prepares undergraduate and graduate students for good citizenship and careers in public life and trains future generations of teachers and scholars in the fields of international affairs, political science, and public administration and policy. SPIA's commitment to experiential learning, interdisciplinary collaboration, and community engagement ensures that graduates are well-prepared to tackle the challenges of a rapidly changing world and make a meaningful impact in their chosen fields. SPIA has over 1500 undergraduate students, over 250 graduate students, and over 70 full-time faculty.

Position Summary
This is the top financial and administrative position at the School of Public and International Affairs and reports directly to the Dean. The School is composed of the Departments of Political Science, International Affairs, and Public Administration and Policy. It also includes the Center for International Trade and Security and the Center for the Study of Global Issues. The Administrative Financial Director will be responsible for the financial and administrative activities for all of these units.
Administrative Specialists, Accountants, Budget Analysts, Human Resource Generalists, and Business Operations Professionals may report to this position. Unlike the Business Manager role, which concentrates on financial leadership, and the Administrative Manager role, which focuses on operational leadership, the Administrative Financial Director has an equal focus on financial operations and administration.
Knowledge, Skills, Abilities and/or Competencies
Knowledge of higher education, State, or non-profit accounting and budget policies and procedures as well as general accounting practices with particular emphasis on such practices at the University of Georgia
Knowledge of and experience with sponsored projects and grants administration, including pre- and post-award financial responsibilities
Knowledge of human resources policies and procedures and experience handling sensitive employee relations issues
Ability to read, analyze, and interpret legal documents, policy statements, and financial reports and transactions
Ability to write reports, business correspondence, and procedural documents
Ability to present information and respond to questions at the appropriate level to leadership, supervisors, faculty, staff, students, and the public
Ability to develop long- and short-range plans to assess the viability of goals from a financial standpoint

Fiscal Management:
Serves as the School's Chief Business Affairs Officer, overseeing all inflows and outflows of all financial resources to include State allocations, tuition revenue, departmental sales and service (including study away/abroad programs), indirect cost return, student tech fees, sponsored projects, and charitable gifts
Maintains working knowledge of University accounting standards and practices and advises School leadership
Leads annual (fiscal year) budget planning for the School, analyzing budgetary needs of departments, centers, and the School as a whole to create a plan and projections
Supervises business team staff who, together, oversees the work of business-adjacent staff in the School, acting as a conduit for all financial matters
Approves financial transactions and provides guidance on appropriate procedures
Monitors all budgets and expenditures, periodically auditing to ensure compliance with University accounting practices, including quarterly and fiscal year end requirements
Develops and periodically reviews financial policies and procedures specific to the School
Develops and maintains systems to increase office efficiencies and deliver information to constituents, such as transaction reports, payroll reconciliation, budget analysis
Serves as Approver 1 for School-wide Purchasing Credit Card (P-card); serves as Approver 2 for all other P-Cards
